I see this cut edit video being shared with a lot of critique of the new President and feel the need to unpack this. This is and will be a hard stance on crime. People need to be realistic about what that means and how, specifically at this time, that has arisen.
"Keep people who are first time offenders or non-violent offenders or who are potential first time offenders or who have in fact...are getting into the crime stream for the first time, they should be diverted from the system."
Contrary to current anti-progress claims and in juxtaposition with later corruptions and abuses ("They're going to build a prison for me and you to live in | Prison Song | System of a Down) here is a plain statement to keep such people out of the criminal and prison systems. Those who are non-violent and commit or are in positions where they are likely to commit minor crime such as living in poverty with need of access to food, clothing and possibly shelter. America has serious issues with homelessness and this bill helped to decriminalise this staus and circumstance and led to improved programmes to which the police defer such instances to. Lessened criminalisation of minor drugs offences. There was and is undue strain on police to deal with petty crime. This bill led to an increase in early prevention programmes, particularily with youth inc access to education and training. It has led to sexual healthcare and reporting services for sex workers which in turn fed into schemes to remove crime from the porn industry in the USA and in conjunction with similar movements in the European porn industry. This directly feeds into international agreements and task forces to eradicate human trafficing. Remember, this speech takes place 5 years after the fall of the Berlin wall.
"It doesn't matter if the person accosting...was deprived as a youth, it doesn't matter whether they had no background that enabled them to...become socialised into the fabric of society, it doesn't matter whether or NOT they are the victims of society. The end result is they are about to knock...on the head with a lead pipe...shoot...beat up."
Whilst the right is finger pointing to deprived areas, severely affected by systematic sexism and racism and the class divides that encompasses, what does Biden say? Violent crime is wrong whether or not the perpetrator is a victim of society or not. He acknowledges victimisation. And that 'not' is important. America has serious problems with gang culture. In the 80's the GOP, via the CIA, instigated wars in South America and procurred significant drug deals particularily cocaine. They had deals with the Afghans for heroin. They had developed LSD. They needed to push these and they wanted to continue their agenda of divide and conquer by demonising marginalised populations and securing votes by inducing moral panic.
In poor areas people found that despite the civil rights movement and securing the ability to vote and removal of segregation they still lacked real opportunity and fared racism, sexism, violence, rape and fatalities. Many had roots in warrior cultures, those warriors who fought slavers, confederates, fascists, nazis and won. Many became embittered by a lack of progress in real terms, had to fight to survive, to keep their loved ones safe and were repeatedly told the heights of society, including access to justice, were not for them.
"Try to help them, try to change their behaviour, that's what we do in this bill we have drugs treatment and we have other treatments to try to deal with it."
They were targeted and seduced by gangstas, often secretly government officials or their allies from other nations, and their bitch boys, by the offer to make real money, have real protection for themselves and their families and their communities, to have a sense of belonging and a place in the world that stood against all that held them back. Orphans were often targeted as they had no elders to guide them, so to children whose parents were already incarcerated. There was nobody to miss them. they were uncounted. But they would be counted. all they had to do was keep an eye out. Sell a pill. A bump. A bag. A quick high, a bit of fun. A smoke. Carry a knife. A hit of smack. A rock of crack.Carry a gun. Carry a package. Shake 'em down for payment, beat them for narcing, kill them for crossing. Bury the bodies. Claim your turf, intimidate. Watch your community crumble. Take the fall. That's all it takes.
(And what does Snoop Dog say? | Run, nigger, run.) This toxic masculinity is steeped in rape culture.
The black community, from lived ideals of dignity, became rife with colour coded betrayal. At arms and shady allegiance with their Latino neighbouring districts who faced their own betrayals and sought to capitalise on capitalism to fund revolutions, to fund repressions. They too sought to take what was denied. Sometimes, they too claimed this was God's purpose. (And now you do what they told ya | Killing in the Name of | Rage against the Machine)
And so the demonisation became real and the Republicans sold the story. And who did they sell it to? White, christian, suburban, middle class America. The buyers and the wannabes. From meth chuffing rednecks to pharma poppin' housewives, to phet heads, to china white snorting frat bros who persist and consistently get away with organised gang rape. To the men who commit high levels of domestic violence, mutilations and corrective rape upon the women in their lives. To the elite. Those that own the land, own the companies, own the media. To those that own and make the guns, the bombs, the weapons of mass destruction. To those that erase and re-write the narrative.
America is the serious problem with white collar crime. Up and down the hierarchies of companies it is a majority of white people that commit fiscal and identity fraud. companies which are too frequently begun with investment procured from the wealth generated by slavery and who continue to rely on exploitation all around the world. Who take resources and rely on fossil fuels, significantly contributing to toxic emissions. Who destroy the environment to procure oil or wood or gems or chemicals or plastics and mass produce crap which they sell at excessive margins and thus lay claim to the majority of global wealth which they then stash in off shore accounts, commit huge tax evasion and fraud, fund extremists, insurgents, terrorism, pay for wars to protect their interests, pay for assassins and kill. They created big pharma who practise human experimentation and murder to create drugs that do not work and charge extortionately for the ones that do though they do not bother to ensure that they do so in a biologically and morally correct way. They are the ones who continue modern slavery with human trafficing inc the sex trafficing of children.
"Unless we do something about that cadre of young people, 10's and 1000's of them, born of wedlock, without parents, without supervision, without any structure, without any conscience developing because they literally have not been socialised, they literally have not had an opportunity. We should focus on them now; not out of a liberal instinct for love, brother and humanity- although I think that is a good instinct, but for simple pragmatic reasons. If we dont they will, or a portion of them will, become the predators 15 years from now. And...we have predators on our streets. That society has in fact, partly due to it's neglect, created."
America has a problem with worst case scenario. With the world's highest population of psychopaths, sociopaths, serial killers, serial rapists and murderers. Again, the vast majority of whom are white male. We stand against such evil. this is why we need a robust global justice system, a well trained and well regulated police and security force, and adequate prison space. This is why capital punishment in the USA continues.
"They are beyound the pale, many of these people, beyound the pale and its a sad commentary on society. we have no choice but to take them out of society. and the truth is we dont very well know how to rehabilitate them at that point. that is the sad truth."
This is why early intervention, opportunity of freedom in real terms, and early identification are essential.
"We must make the streets safer. I dont care why someone is a malefactor in society, I dont care why someone is anti-social, I dont care why they have become a sociopath. we have an obligation to cordon them off from the rest of society."
Society is everyone else.
"Hangover from the 60's that we are weak on crime."
Then that criticism was in regard to civil rights and peace movements which the Democrats supported, and others tried to criminalise- remember segregation? Those people were taking back the streets. Remember the KKK? Remember lynchings? And here I'm going to say Hola to my FED family members who had been undercover in the operations to infiltrate, and bring to justice the KKK, that were on-going significantly through the 80's and with some cases having been recently finalised at the time of this speech.
So when he says "take back the streets" this is the reference. We marched for our rights, against those continuing that old evil agenda and said enough. We have what we need; communications, international transport, rapidly improving data systems that resources and fiscal markets may be recorded and weighed enabling fair trade with mutual benefit, we have the skills and the will, we have scientific break throughs and revelations making clear the path to protecting, respecting and nurturing our world as she has nurtured us. We have all the capacity to be amazing and access to all the love in the universe. That is not weakness. That is the truth and in speaking of it there was a reckoning. War must end. Hate must end. Evil must end. Peace must prevail.
"Every major crime bill since 1976 has come out of this congress, every minor crime bill has had the name of the Democratic Senator of Delaware, Joe Biden, on that bill and has had the majority vote of the Democratic Senate."
This is the stance of the warrior, paper skirmishes in the on going battle for freedom and equality. For equality to be, each person must be free from harm.
"End the political carnage that goes on when we talk about crime. crime is not Democrat or Republican. Making the streets safe is not a Democratic/Republican issue."
It is a brutal reality and a necessity that should never be subject to colour coded betrayal.
"Emerging consensus"
Amongst the people, amongst society, in America and around the world.
"We would be absolutely stupid, as a society, if we didnt recognise the condition that nurtured those folks still exists and we must deal with that. And I think there is a Republican consensus in that: old barb wire Republican conservatives wanna hang 'em high. Even those folks are saying we need to deal with the root cause of this."
A final note and a bitter reminder of where the responsibility lays and that, as the global reckoning continues, the peaceful understandings and demands of the 60's, and before, became increasingly accepted and centralised in both social perception and political arenas.
As is just and good. May we prevail.
